Capital Sky is committed to the effective control of all aspects of Temporary Works in accordance with BS 5975 Code of Practice for Temporary Works Procedures and the Permissible Stress Design of Falsework. This ensures that all Temporary Works requirements are identified and that safe, practical designs are produced, correctly and safely constructed, loaded, deconstructed, and dismantled.

The successful control of Temporary Works requires a systematic and methodical approach, including the appointment of competent individuals for all roles, effective communication between all parties, comprehensive record-keeping, and the maintenance of the Temporary Works procedure by the Designated Individual.

The following statements outline the overall principles for how Temporary Works will be controlled on Capital Sky sites. The detailed process is described in the company’s Temporary Works Procedure.

  1. A competent Temporary Works Coordinator (TWC) will be employed where required by Capital Sky and formally appointed in writing by the Project Manager, in consultation with the design team, to confirm their competence to carry out their duties.
  2. A Temporary Works Register shall be maintained where required to record all Temporary Works requirements. This register will be stored on-site.
  3. The Project Manager shall appoint a Temporary Works Coordinator and ensure sufficient resources (in terms of time and support) to enable them to fully carry out their duties. Where one or more assistants are appointed to support the TWC, their areas of responsibility shall be clearly defined by the Project Manager and formally agreed with them.
  4. All appointed coordinators shall formally sign to accept their duties and confirm their ability to execute and manage the role.
  5. For all Temporary Works designs, the objectivity between the designer and the design checker – as defined by the design check category – shall be appropriate for the complexity of the design. All subcontractor and trade contractor-designed Temporary Works schemes shall be sent to the Design Group (or an approved external consulting engineer) for design review or checking.
  6. Temporary Works designs shall be prepared and checked by competent designers. A suitable design brief must be provided, containing all relevant information upon which the design is to be based.
  7.  All Temporary Works designs must be complete, providing clear, easily understandable information required for implementation. They must be issued in a format that ensures the latest version can be easily identified, for example, by using a unique reference number and revision code.
  8. Temporary Works shall only be implemented in accordance with a design that has been checked and formally issued as an approved construction drawing.
  9. All Temporary Works shall be inspected by the Temporary Works Coordinator or Temporary Works Supervisor during construction and prior to use, to ensure compliance with the latest version of the design. A Permit to Use shall be issued where necessary.
  10. While in use, all Temporary Works shall be inspected at regular intervals by the Temporary Works Coordinator or Supervisor to confirm they remain in accordance with the latest design version. All legal requirements for the inspection of Temporary Works shall be fully complied with.
  11. The Temporary Works Coordinator shall notify the Temporary Works designer of any proposed site changes or amendments to the information upon which the original design was based, so the design can be revised and updated as necessary.
  12. All Temporary Works shall be inspected by the Temporary Works Coordinator or Supervisor prior to dismantling, to verify that all appropriate tests and checks have been completed and that the Temporary Works are no longer required. A Permit to Dismantle shall be issued where necessary.

Capital Sky undertakes a wide variety of Demolition works, and while this policy statement and the associated Temporary Works Procedure apply to all sites, the implementation of the procedure – including the appointment of competent Temporary Works Coordinators and Supervisors – is the responsibility of the Company Director.
